Metrology Subject Matter Expert (SME)

About the Role:
As a Metrology Subject Matter Expert (SME) supporting a federal government client, you will provide senior-level technical and programmatic expertise to support the evaluation, design, and oversight of federally funded semiconductor research initiatives. In this role, you will deliver objective, evidence-based technical assessments and recommendations related to metrology and testing.
The position is focused on technical evaluation of grant and funding opportunities and providing strategic direction and long-term vision for the federal client’s research portfolio related to metrology and testing, aligned with national semiconductor research and development priorities.
Key Responsibilities include (but are not limited to):
- Provide technical subject matter expertise to support the federal client in the review, assessment, and evaluation of funding opportunity submissions, including white papers, full proposals, and supporting materials
- Conduct objective, evidence-based technical reviews to assess technical merit, feasibility, risk, scalability, and alignment with research priorities related to metrology and testing
- Prepare written analyses, summaries, and recommendations to inform federal funding and program decisions
- Support the identification, evaluation, and design of new program initiatives and funding opportunities that are technologically driven and aligned with national semiconductor R&D priorities
- Advise on measurement science, testing methodologies, standards, calibration, and uncertainty considerations relevant to semiconductor research, advanced manufacturing, and packaging
- Contribute to the development and refinement of evaluation frameworks, review criteria, and scoring rubrics to support consistent, transparent technical reviews
- Provide portfolio-level insight to help assess balance, gaps, and emerging opportunities within the metrology and testing research landscape
- Survey relevant technological landscapes to identify emerging research trends and priority areas related to semiconductor metrology and testing
- Support ongoing program oversight by offering independent technical assessments of proposed and active research efforts
- Translate complex technical findings into clear, actionable guidance for government stakeholders
- Maintain strict confidentiality when handling proprietary, sensitive, and pre-decisional information and comply with conflict-of-interest and non-disclosure requirements

You will work as part of a dynamic team remotely in metro-accessible Washington, DC; Reston, VA; Arlington, VA or Boulder, CO. You will work at the client site dependent on contract requirements.
Required Experience/Skills:
- Bachelor’s degree in Electrical Engineering, Physics, Applied Physics, Materials Science, or a closely related STEM field
- Minimum of 8+ years of relevant professional experience in metrology, testing, measurement science, or semiconductor or related applied research domains
- Experience supporting government-funded R&D programs or large-scale technical initiatives
- Experience supporting semiconductor research, microelectronics manufacturing, RF systems, or advanced measurement programs
- Familiarity with high-frequency measurements, on-wafer testing, signal characterization, or calibration methodologies
- Experience providing technical evaluations or advisory support for research programs, grants, or federally funded initiatives
- Strong analytical and written communication skills, including the ability to produce clear, well-reasoned technical documentation
- Ability to operate independently while collaborating with multidisciplinary teams
- Experience working within or supporting federally funded R&D environments
- Ability to operate independently while supporting multidisciplinary and multi-organizational teams
- US citizenship or permanent resident and the ability to pass public trust clearance or suitability
