FNS Grant Program Evaluator

About the Role:
As a Program Evaluator supporting our Federal government client to evaluate the Food and Nutrition Service (FNS) Farm to School Grant Program, you will be trusted to develop a study plan, conduct grantee interviews, and support the development of a published report highlighting grantee activities, achievements, and challenges. The ideal candidate will bring deep expertise in FNS programs and recent, relevant experience in government-funded grant initiatives.
Key Responsibilities include (but are not limited to):
Lead the design and development of a Study Plan to support the evaluation and qualitative and quantitative data analysis processes.
Define evaluation methodologies, timelines, and data collection strategies.
Ensure alignment with client objectives and performance expectations.
Develop interview protocols and recruitment materials.
Oversee, conduct, and document interviews with former FNS program grantees.
Prepare a detailed Data Collection Memo documenting the interview process.
Support the analysis of qualitative data to identify key themes, challenges, and long-term outcomes.

Location:
Remote (U.S. only and must reside in one of the following states: AL, AZ, AR, CA, CO, CT, DE, DC, FL, GA, IL, IN, IA, KY, MD, MA, MI, MN, MS, NJ, NY, NC, OH, OK, PA, SC, TN, TX, UT, VA, WI) You will work at the client site dependent on contract requirements.
Required Experience/Skills:
Bachelor’s Degree
Minimum 8 years of experience in grant program evaluation, preferably within federal nutrition or education programs.
Experience contributing to federal, state, or peer-reviewed publications using FNS data or similar food systems initiatives.
Demonstrated subject matter expertise in working with government-funded grant program data, with a strong understanding of FNS data and best practices in evaluation standards.
Proven farm to school expertise within the last five years, including direct involvement in program implementation, evaluation, or policy development.
Experience designing and executing mixed-methods evaluations, including qualitative interviews and thematic analysis.
Strong communication skills and ability to synthesize findings into actionable insights.
Familiarity with federal reporting standards and clearance processes.
Ability to work independently and collaboratively in a virtual environment.
US citizenship and the ability to pass public trust clearance or suitability.
Preferred Experience/Skills:
Advanced degree in public policy, public health, education, nutrition, or a related field.

Salary:
Approximate Salary Estimate: $75,000.00 - $120,000.00 annually
